The first module, Core Concepts, reviews core concepts of housing affordability, including how to define affordable housing, why the market does not produce enough housing people can afford, and what localities can do to begin to address this critical issue. The second module, Developing a Strategy, provides a more detailed overview of how localities can develop a comprehensive local housing strategy to achieve their housing goals.

The second module is intended for users who are ready to dive into more detail on how to develop a comprehensive local housing strategy.
